I enabled world ready composition, I changed paragraph and character direction to "right to left", and I made my paragraph justified right.

Now I can type hebrew the right way - works great!

The only problem I am having is that in order to move the cursor to the right I have to press the left arrow button, and to move the cursor to the left I have to press the right arrow button!??

Can anyone explain to me how I can correct this?

The cursor direction is the "logical direction" as opposed to "visual direction". The ME version does offer a visual cursor direction option, although it has never worked very well. World Tools does not enable visual cursor direction. "Forward" will always be the right arrow -- even in right-to-left text.
